No special access issues
There are 2 parking places. One is by the top of the dam and then you walk along the edge of the concrete wall to down climb the stairs. If this access is blocked then you have to take the next dirt road to the right in South direction, when you get to the dry riverbed follow it up till the tunnel and walk through or park your car on top of this tunnel.
